Vận chuyển hàng quá khổ quá tải là gì?

Vận chuyển quá khổ quá tải là vận chuyển các mặt hàng có kích thước hoặc trọng lượng hàng vượt quá mức quy định được phép chở của BGTVT. Đưa ra các mặt hàng này không thể tháo rời hoặc chia nhỏ buộc phải vận chuyển nguyên trạng của hàng, và được quy định hàng quá khổ quá tải cụ thể như sau:

  • Mặt hàng có chiểu dài hơn 15m.
  • Chiều rộng của hàng trên 2,5m.
  • Chiều cao của hàng trên 3m.
  • Trọng lượng trên 35 tấn.

Mặt hàng nào có kích thước nằm 1 trong 3 trường hợp trên hoặc có trọng lượng trên 35 tấn đều được xếp vào hàng quá khổ quá tải.

Vậy để vận chuyển hàng đặc biệt phải đảm bảo an toàn trong suốt quảng đường thì phải cần một loại xe chở chuyên dụng. Và những loại xe này đều có quy định riêng trong quá trình lưu hành.

Quy định về xe quá khổ quá tải như thế nào?

Trước tiên, chúng ta đi tìm hiểu xe quá khổ, xe quá tải được hiểu như thế nào trong quy định lưu hành đường bộ.

Thế nào là xe vận chuyển quá khổ quá tải?

  1. Xe quá tải trọng là phương tiện giao thông cơ giới đường bộ. Có tổng trọng lượng vượt quá khả năng chịu tải của cầu hoặc có tải trọng trục xe vượt quá khả năng chịu tải của đường.
  2. Xe quá khổ là phương tiện giao thông cơ giới dường bộ. Có một trong kích thước bao ngoài kể cả hàng hóa xếp lên xe (nếu có). Vượt quá kích thước tối đa cho phép quy định cho các phương tiện giao thông cơ giới đường bộ khi tham gia giao thông trên đường bộ.

Để chở được các mặt hàng siêu trường siêu trọng, hàng quá khổ quá tải này thì cần có một loại xe chuyên dụng có kích thước cũng như tải trọng xe phù hợp để chở các mặt hàng này an toàn nhất.

Thông tư của BGTVT năm 2008 có những quy định về vận chuyển hàng quá khổ quá tải như sau:

  • Việc vận chuyển hàng quá khổ quá tải lưu hành trên đường bộ phải đảm bảo. An toàn tuyệt đối giao thông và an toàn công trình đường bộ.
  • Xe chở hàng quá khổ quá tải phải có giấy phép lưu hành xe theo quy định.
  • Tuân thủ đầy đủ những quy định trog giấy phép lưu hành xe.
  • Xe chở quá khổ quá tải phải được đăng kiểm, kiểm định theo đúng định kỳ quy định.
  • Chấp hành đầy đủ luật quá khổ quá tải quy định trong lưu hành đường bộ.
