Ngành logistics Việt Nam đứng trước nhiều thách thức trong năm 2018. Theo Ngân hàng Thế giới, một trong những “điểm nghẽn” lớn đó là chi phí logistics của Việt Nam chiếm 18% tỷ trọng GDP, cao gần gấp đôi các nền kinh tế phát triển và cao hơn mức bình quân toàn cầu 14%.

Phát biểu tại Diễn đàn Logistics Việt Nam 2017 tổ chức vào ngày 15/12/2017, Bộ trưởng Bộ Công Thương Trần Tuấn Anh cho biết, logistics ở Việt Nam vẫn còn nhiều hạn chế, kéo dài từ nhiều năm nay vẫn chưa giải quyết được. Ví dụ như công tác quy hoạch giữa các ngành liên quan vẫn còn chưa có sự kết nối chặt chẽ với nhau. Cơ sở vật chất hạ tầng giao thông, thương mại, công nghệ thông tin còn yếu kém, chưa kết nối được với các nước trong khu vực.

Nguồn nhân lực cho hoạt động logistics còn chưa đáp ứng được yêu cầu; đặc biệt là năng lực cạnh tranh của các doanh nghiệp kinh doanh dịch vụ logistics ở Việt Nam còn chưa cao so với doanh nghiệp các nước trong khu vực và thế giới…

Tại Tọa đàm “Giải pháp chính sách tháo bỏ nút thắt và tạo động lực mới thúc đẩy đổi mới mô hình tăng trưởng” do Viện Nghiên cứu và Quản lý kinh tế Trung ương (CIEM) tổ chức vào ngày 24/10/2017, dẫn báo cáo của Ngân hàng Thế giới, ông Lê Duy Hiệp, Chủ tịch Hiệp hội Doanh nghiệp dịch vụ Logistics Việt Nam (VLA) đưa ra một con số khiến cả hội trường “giật mình”. Đó là chi phí không chính thức mà các chủ hàng xuất khẩu của Việt Nam phải gánh chịu có thể lên tới 250 triệu USD vào năm 2020. Con số này được tính toán dựa trên chi để làm thủ tục hải quan nhanh chóng và chi bồi dưỡng chặng vận tải nội địa.

Theo Hiệp hội Doanh nghiệp dịch vụ Logistics Việt Nam (VLA), tổng chi phí logistisc của Việt Nam năm 2016 là 40,3 tỷ USD, tương đương 20% GDP. Doanh thu của 100 công ty logistics hàng đầu Việt Nam năm 2016 là 8,74 tỷ USD , tốc độ tăng trưởng đạt 15,6%. Số lượng doanh nghiệp logistics hiện khoảng 3.000 doanh nghiệp.

Bên cạnh đó, chi phí vận tải cao cũng là một yếu tố tác động đến chi phí logistics trong nước. Chi phí này đang chiếm 30%-40% giá thành sản phẩm, trong khi tỷ lệ này chỉ khoảng 15% ở các quốc gia khác. Điều này làm giảm đáng kể khả năng cạnh tranh hàng hóa của các doanh nghiệp Việt Nam.

Một chi phí khác mà theo đánh giá của Chủ tịch VLA là rất lãng phí, đó là chi phí kiểm tra liên ngành. Mỗi năm, doanh nghiệp phải bỏ ra 28,6 triệu ngày công với chi phí 14.300 tỷ đồng cho kiểm tra hàng hóa. Trong đó, tỷ lệ hàng hóa làm thủ tục kiểm tra 2-3 lần chiếm đến 58%.

Ông Lê Duy Hiệp nhận định, trong bối cảnh các doanh nghiệp xuất khẩu Việt Nam đang đứng trước cơ hội mở rộng thị trường xuất khẩu, đòi hỏi các nhà cung cấp dịch vụ logistics Việt Nam phải cạnh tranh mạnh mẽ với các đối thủ nước ngoài, thì các chi phí không chính thức lại đang o bế khả năng cạnh tranh của họ, gián tiếp ảnh hưởng đến cạnh tranh của hàng hóa xuất khẩu Việt Nam.

Giải bài toán chi phí để nâng cao khả năng cạnh tranh trong lĩnh vực này lại không hề đơn giản khi đang có quá nhiều yếu tố chi phối vấn đề này. Chỉ đơn cử trong lĩnh vực vận tải nội địa, đã có thể chỉ ra hàng loạt yếu tố phát sinh chi phí như chi phí nhiên liệu, lệ phí cầu đường, thiếu sự kết hợp vận chuyển hàng hóa hai chiều, chi phí phát sinh do tắc nghẽn tại cảng, tắc nghẽn giao thông đường bộ…

Trước đó, trong phiên thảo luận về kinh tế – xã hội trên nghị trường Quốc hội ngày 01/11/2017, đại biểu Quốc hội Nguyễn Quốc Bình (TP. Hà Nội) cũng cho biết, tổng giá trị logistics chiếm 21%-25% GDP, tỷ trọng lớn nhất so với các ngành khác, nhưng thực tế chỉ 2%-3% đóng góp vào GDP, vì chủ yếu những doanh nghiệp logistic ở Việt Nam là của chủ đầu tư nước ngoài.

Tại nước ngoài, chính phủ các nước tiến hành giảm thiểu chi phí để tăng cạnh tranh trong ngành logistics. Trong khi ở Việt Nam, dù có nhiều cảng biển nước sâu và sân bay trung chuyển thuận lợi, nhưng năng lực vận tải biển còn yếu kém, dẫn đến các doanh nghiệp xuất nhập khẩu cần phải thuê ngoài để vận chuyển. Như vậy, các doanh nghiệp vừa phải chịu phí trung chuyển, vừa phải trả phí vận tải quốc tế.

Đại biểu Nguyễn Quốc Bình cho biết, đa phần doanh nghiệp logistics của Việt Nam chỉ đảm nhận vai trò vệ tinh của doanh nghiệp nước ngoài, khi thị trường logistic nội địa phát triển theo hướng tự phát, không có bài bản. Cùng với đó, hệ thống giao thông như đường sắt 2 chiều vẫn chưa phát triển, ảnh hưởng tới vận chuyển và tiếp cận tới các vùng và cảng biển.

Cũng tại Diễn đàn Logistics Việt Nam 2017, ông Ousmane Dione, Giám đốc Quốc gia – Ngân hàng Thế giới (WB) thông tin, dù tăng trưởng xuất khẩu đã tăng mạnh, nhưng Việt Nam vẫn chỉ thực hiện những công đoạn sản xuất có giá trị gia tăng thấp nhất trong chuỗi giá trị toàn cầu, kết quả xuất – nhập khẩu vẫn phụ thuộc vào khu vực FDI (chiếm đến 70% tổng giá trị). Trong khi chi phí xuất – nhập khẩu của Việt Nam vẫn cao hơn mức bình quân của khối ASEAN. Chi phí logistics của Việt Nam chiếm 18% tỷ trọng GDP, cao gần gấp đôi các nền kinh tế phát triển và cao hơn mức bình quân toàn cầu 14%.

“Thứ hạng của Việt Nam theo chỉ số năng lực logistics (LPI) đã giảm từ hạng 48 vào năm 2014 xuống hạng 64 vào năm 2016. Điều này chứng tỏ các nền kinh tế khác đang có sự thăng tiến nhanh hơn nhiều so với Việt Nam, đồng nghĩa với việc Việt Nam đang mất đi lợi thế cạnh tranh”, ông Dione cho biết.

Giải pháp nào để ngành logistics “cất cánh”?

Để thúc đẩy phát triển ngành logistics của Việt Nam trong thời gian tới, tại Diễn đàn Logistics Việt Nam 2017, Bộ trưởng Bộ Công Thương  Trần Tuấn Anh đề xuất, cần nhìn nhận, đánh giá những kết quả đạt được, những hạn chế, tồn tại trong hoạt động logistics của Việt Nam ở cả ba cấp, từ Chính phủ, các bộ, ngành trung ương, địa phương đến các hiệp hội, doanh nghiệp trong thời gian vừa qua cũng như những vướng mắc về cơ chế, chính sách, thủ tục hành chính cần tháo gỡ.

Bên cạnh đó, cần coi logistics là một ngành “dịch vụ cơ sở hạ tầng” đóng vai trò quan trọng trong đổi mới mô hình tăng trưởng và cơ cấu lại nền kinh tế Việt Nam. Ngoài ra, cần nghiên cứu trao đổi đưa ra các biện pháp tăng cường hơn nữa việc phối hợp xây dựng, hoàn thiện cơ sở hạ tầng giao thông, các trung tâm logistics và hạ tầng công nghệ thông tin theo hướng bền vững trong mối liên kết các vùng kinh tế trọng điểm và các hành lang kinh tế của nước ta một cách đồng bộ, kết nối được với các nước trong khu vực và trên thế giới.

Song song với đó, cần đào tạo phát triển nguồn nhân lực chất lượng cao và phong cách làm việc chuyên nghiệp trong hoạt động logistics sẵn sàng thích ứng với tiến trình hội nhập kinh tế quốc tế.

Ông Ousmane Dione, Giám đốc Quốc gia – Ngân hàng Thế giới (WB) cũng đưa ra 4 đề xuất được xem là cần ưu tiên để thúc đẩy phát triển ngành dịch vụ logistics Việt Nam: (i) Tăng cường kết nối; (ii) Tăng cường tạo thuận lợi thương mại; (iii) Tăng cường sự phối hợp, cộng tác liên ngành với doanh nghiệp; (iv) Theo dõi và đo lường tiến độ cải cách.

Còn theo TS. Nguyễn Đình Cung, Viện trưởng CIEM, trong các giải pháp cải cách thể chế, cải thiện môi trường kinh doanh và hỗ trợ phát triển doanh nghiệp, thì việc tiếp tục giảm chi phí cho doanh nghiệp là hết sức cần thiết. Bên cạnh việc giảm lãi suất cho vay, giảm chi phí công đoàn, chi phí bảo hiểm xã hội, chi phí trợ cấp thất nghiệp… thì chi phí hậu cần logistics cũng cần phải được cắt giảm hiệu quả.

Theo đại biểu Quốc hội Nguyễn Quốc Bình, dù trước đó, Bộ Công Thương đã phê duyệt Kế hoạch hành động nâng cao năng lực cạnh tranh và phát triển dịch vụ logistics Việt Nam đến năm 2025. Tuy nhiên, đại biểu Nguyễn Quốc Bình vẫn đưa ra một số kiến nghị nhằm nâng cao và phát triển ngành logistics đầy tiềm năng.

Đầu tiên, cần xác nhận logistics là ngành kinh tế mũi nhọn trọng điểm và tiến hành quản lý tập trung logistics như các quốc gia khác bằng cách giao cho một ban ngành.

Thứ hai, phải quan niệm logistics là bài toán vĩ mô chứ không chỉ là bài toán địa phương. Một vấn đề cần giải quyết tiếp theo đó là xây dựng đồi tàu viễn dương để giành lại vị trí của Việt Nam trong khu vực, giảm chi phí các doanh nghiệp phải chi để thuê đội tàu nước ngoài.

Cuối cùng là xây dựng đường cao tốc Bắc Nam để hộ trợ việc trung chuyển, vận chuyển tới các vùng và cảng. Đồng thời phát triển logistics tại các vùng từ đó hình thành logistics tập trung quốc tế.
